Zakat is fiscal worship to be established under the patronage of the Islamic State. The state is bound to appoint Al-Amileen (the Officers) for assesment, collection and restitution of Zakat & Ushr through system.

To be established with the coordination of the department of Zakat & Ushr
Although Azad Jammu & Kashmir& Zakat & Ushr Act is the best script / database of Zakat, but AJ&K Zakat department never systematized this document for Zakat collection and restitution.
Consequently heavy amount of Zakat turned into arrear of Zakat, pending to be collected as lawful right of the deserving sections.
This grave problem may be solved through corrective undertaking of organized education of Zakat system and training of Amileen-i-Zakat. Because of this strategy, total amount of Zakat may be collected and restituted though system. Consequently Prime Political Economy (PPE) will transpire from Zakat system.
Zakat Education Center (ZEC) is destined to provide policy guidelines for assessment, collection and restitution of Zakat and Ushr.
